He has NEVER been more than 'fond' of a companion before so it's a pretty big deal. I like that a lot about their relationship. The Doctor, after centuries of loneliness, has Rose who understands him and with whom he can laugh and be serious. They make me happy. :)
I hated it when the transmission cut off! I knew he was going to say that he loved her and it makes it all the more heart-wrenching.
